Convict President (while Censuring):
best of both ideas

     Why not convict the President, but not have it take effect until the last hour of Clinton's Presidency? If it requires the technicality of a banging down of the gavel by the head of the Supreme Court in front of the Senate at the last hour of Clinton's Presidency, so be it.

     The House Democrats had some very scathing things to say in their censure motion; in fact it defined impeachment without the word. So I guess they want Clinton to be their leader until his term expires.

     The House Republicans thought he dishonored the office of the Presidency as well as the nation and ought to be removed in disgrace.

     So why not meld both ideas?

     Since he is so popular in the polls, he could be allowed to finish his term in office.

     The punishment would be that Clinton would be the first president to be convicted. He would not collect his retirement benefits nor be allowed to hold any federal public office in the future.

     This could very well satisfy both sides: honor the office of the Presidency and the integrity of the military, uphold the rule of law, and satisfy popular demand.
